Blood and Concrete starts and ends on a zany note, but that's part of its appeal. The story takes place in a seedy version of Los Angeles where "the bad guys" ride around in convertibles and wear fannypacks. Billy Zane plays a car theft who wants out of his life of crime and Jennifer Beals plays a depressed woman who sings in an offbeat band. The two meet, awkwardly fall in love, and wild events ensue. If you're a fan of Quentin Tarantino's True Romance then you'll find Blood & Concrete an enjoyable companion film.
